The Root Problem

Why AI transformation
is stalling

There is a name for it: the Context Gap. Nearly two-thirds of enterprises have not yet begun scaling AI. Only one-third have started. The investment is flowing. The scale isn't happening, and the gap between investment and outcome has a structural origin.

Globally, enterprises have poured $30 to $40 billion into generative AI. In the MIT NANDA preliminary study, 95 percent of organizations report zero measurable return on their enterprise GenAI investment. This is not a rounding error. It is a structural failure measured in billions.

The reason is not model performance. The reason is structural misalignment. Operations, investment, cybersecurity, and governance point in different directions. AI cannot scale across what it cannot read.

This is the realization most boards reach too late.

For more than two decades, Renata Amare has held senior leadership roles in global technology and MedTech, leading transformations at Cisco Systems, Align Technology and HCL Technologies. She has built country businesses from the ground up and led market expansion, subsidiary formation, consolidation and cross-border restructuring across more than 50 countries. She has driven growth in businesses operating at billion-dollar scale, including iTero, with direct accountability for EBITDA performance. Her mandates have included Swiss federal authorities, systemically important banks and Fortune 50 multinationals, environments where decisions carry material financial, regulatory and reputational consequences. Throughout her career, Renata has integrated commercial strategy, operations, technology and governance into one enterprise system, translating executive decisions into disciplined execution and measurable business performance. EU AI Act

Regulation 2024/1689. Prohibited practices since February 2025. GPAI obligations since August 2025, enforceable with penalties from 2 August 2026, alongside Article 50 transparency. High-risk obligations deferred by the Digital Omnibus to December 2027 and August 2028.

NIS2

Article 20 places cybersecurity accountability with the management body. Personal liability and enforcement follow national transposition, complete in some member states, still in progress in others. Your exposure depends on where you operate.

DORA

Digital operational resilience for financial entities. Applies since 17 January 2025. ICT risk management, incident reporting, and third party oversight flowed down through contracts.

CRA

Cyber Resilience Act. Reporting of actively exploited vulnerabilities and severe incidents from 11 September 2026. Full obligations from 11 December 2027. If your AI stack touches a product with digital elements, this deadline arrives first.

What is the Context Gap in enterprise AI?

The Context Gap is the structural misalignment between operations, technology investment, and cyber risk governance that prevents enterprises from scaling AI beyond pilot stage. It is why pilots succeed locally and fail at scale, and why more technology does not close it.

When do EU AI Act obligations actually apply?

Prohibited practices have applied since February 2025 and obligations for general purpose AI models since August 2025. From 2 August 2026 the penalty regime becomes applicable, alongside the Article 50 transparency obligations, with machine readable marking of existing generative systems following in December 2026. High-risk obligations were deferred by the Digital Omnibus to 2 December 2027 for Annex III systems and 2 August 2028 for systems embedded in regulated products under Annex I. The deferral is time to build the architecture properly, not permission to wait.
